In 2000 the City of Santa Clara’s Department of Electric Utility, doing business as Silicon Valley Power (SVP) initiated a project to replace expensive copper phone lines in electric substations with a more cost-efficient fiber communications network. While constructing its fiber optic plant underground at key locations, SVP overbuilt the fiber pathways to allow SVP to act as a wholesale provider and lease dark fiber to large business customers.
